CMS = Content Management System
A "CMS" is a program with forms and online programs to build your website. You install it on your website server.
The popular CMS programs these days are Joomla, Mambo, and Drupal.
The good side of a CMS program is that it makes it very easy to make your web pages. You don't have to edit html and keep track of directories etc. On the other side, you have to learn the CMS program, which is just as complicated as learning PhotoShop or Word. And *somebody* has to know more technical things, to install it, do backups, and other administration.
Which CMS is "best"? ... it depends on what you want to do!
